PPP项目物有所值评价法的优化建议——基于广东省102个重大项目的典型研究

Suggestions on Improving Value-for-Money Evaluation in the Public-Private Partnership-Based on the Typical Study of 102 Major Projects in Guangdong Province

随着政府与社会资本合作(PPP)项目的提速扩容,其项目的绩效管理就显得尤为重要。广东省作为经济大省,其PPP项目的发展存在跨地域广、各地方财政收支落差巨大、粤东西北发展和珠三角明显不均衡等问题。本文以此为背景筛选出广东省102个投资金额10亿元以上的PPP项目作为样本进行定性和定量分析,主要是基于分析计算出项目的PSC和VfM值,并通过相似度检验和灰色关联分析方法发掘出各PPP项目中物有所值评价之间关系的区别。研究发现,现存物有所值体系需确立统一评估口径,完善评价指标体系;健全事前评估体系,协调制衡地区发展;优化完善评价政策,强化准确详尽适地;加强对物有所值评价流程监管,构建风险化解预警机制。

With the speedy expansion of PPP projects,the performance management of the projects is particularly important.As an economically important province,Guangdong has a wide range of PPP projects,a huge difference between local financial revenues and expenditures,and an obvious imbalance between the development of the East,West,North and the Pearl River Delta Region of Guangdong.In this paper,102 PPP projects with more than 1 billion CHY investment in Guangdong Province are selected as samples for descriptive statistics and related qualitative and quantitative analyses,mainly based on the analysis to calculate the PSC and VfM values of the projects,and to discover the differences between the value-for-money evaluations of PPP projects through similarity tests and gray correlation analysis.It is found that the existing value-for-money system needs to establish a unified evaluation approach and improve the evaluation index system,improve the pre-evaluation system and coordinate the balance of regional development,optimize and improve the evaluation policies and make the policies more intensified,accurate and appropriate,strengthen process evaluation,and establish early warning mechanism of risks.
