Research on the New Policy of Three-Child and Supportive Measures for Childbirth

“三孩”生育政策是对生育率持续低迷、育龄夫妇生育意愿不高、“少子化”和人口老龄化问题的积极回应。为使“三孩”生育政策达到预期效果,相关配套支持措施的完善尤为重要。围绕“三孩”生育政策出台的背景、动因,提出应从加快完善生育保障法律制度、政企合作提供“善养”服务、提供家庭生育经济政策支持、构建“生育友好型”社会等方面出台配套支持措施,以实现人口均衡发展。

The new policy of three-child is a positive response to the persistently low fertility rate, the lower childbirth desire to have children for childbearing age couples, fewer births, and the worsening of the population aging problem. It is critical to perfect relevant supportive measures in order for the three-child policy to have the desired effect. Based on the background and motivation for implementing the three-child policy, it is proposed that supporting measures should be introduced from the aspects of accelerating the perfection of legal system of maternity protection, government-enterprise cooperation to provide good care services, providing economic policy support for family childbirth, and building a childbearing-friendly society so that population balanced development can be achieved.
