赣湘鄂三省科技协同创新的实现路径及机制研究

A Research on the Path and Mechanism for the Realization of Scientific and Technological Collaborative Innovation in Jiangxi, Hunan and Hubei Provinces

本文深入分析了赣湘鄂三省科技协同创新面临的一体化发展内生动力不足、产业发展战略规划协同度不高、阻碍科技协同创新的行政壁垒难于破除、科技创新资源上的竞争大于协作等四个方面的问题。基于赣湘鄂三省科技协同创新的问题,本文提出了“科创+产业”区域一体化发展路径,并根据一体化发展路径提出了包括推动实施区域一体化考核、建立规则统一的制度体系、建立资源共享的合作机制、完善多层次多领域合作机制四个方面的实现机制。

This paper makes an in-depth analysis of the four problems faced by Jiangxi, Hunan and Hubei provinces in scientific and technological collaborative innovation like insufficient endogenous motivation for integrated development, low synergy in strategic planning for industrial development,difficulty in breaking administrative barriers that hinder scientific and technological collaborative innovation, and greater competition than collaboration in science and technology innovation resources.In order to cope with those problems, it proposes a path of “scientific and technological innovation +industry” for regional integration development. Based on this path, it puts forward a four-aspect implementation mechanism including promoting the implementation of regional integration assessment, setting up a unified system of rules, establishing a cooperation mechanism for resource sharing, and improving the multi-level and multi-field cooperation mechanism.
