摘要
1949年以来的高校高层次人才政策变迁过程分为累积与断裂—重启与渐进—跨越式加速—全面纵深发展四个历史阶段。在70多年的历史演进中,政策的变迁受宏观环境的动态变化、复合制度结构的整体作用与行动者推动的多方博弈三个方面因素共同影响和推动。加强宏观政策环境建设,加强政策与复合制度、非正式制度的融合,完善多元主体协同体系和宽宏度,分类指导和精准灵活,是政策发展的未来展望路径。
Since 1949, the process of policy change for high-level talents in colleges is divided into four stages,that is, accumulation but breakdown, reset and step-by-step progress, development by leaps and bounds, advancement at all fronts. Over the course of more than 70 years of history, the policy changes are influenced and promoted by three factors: the dynamic change of macro environment, the overall role of compound institutional structure and the multi-player game promoted by actors. This paper puts forward that strengthening the construction of macro policy environment, strengthening the integration of policy, compound system and informal system, perfecting the multi-subject coordination system and generosity, classifying guidance and precision and flexibility are the future prospects of policy development.
