做好巡察整改“后半篇文章”是高校加强党的领导、落实立德树人根本任务、践行以人民为中心的发展理念、推动全面从严治党向基层延伸的战略性制度安排。针对高校巡察整改中主体责任落实不到位、过程把控不严、监督联动不畅、成果运用不足等问题,要以战略思维推进制度建设,以科学思维推进闭环管理,以系统思维推进协同联动,以创新思维推进整改评估,以底线思维推进成果运用,持之以恒推进全面从严治党,从而充分发挥巡察利剑作用。

To do a good job in the“second half of the article”of discipline inspection is a strategic institutional arrangement for the Party to strengthen its leadership in higher education institutes,to implement the fundamental task of nurturing morality and cultivating souls,to practice the people-centered development concept,and to extend the comprehensive and strict administration of the Party to the bottom level.In view of the problems such as vague responsibilities of the inspection and rectification subjects,lax process control,poor supervision linkage,and poor application of achievements,we should promote the system construction with strategic thinking,closed-loop management with scientific thinking,collaboration and linkage with systematic thinking,rectification evaluation with innovative thinking,application of achievements with bottom-line thinking,and continue the administration of the Party in a steadfast and comprehensive manner and give full play to the role of discipline inspection as a striking sword.
