廉洁文化建设与一体推进“三不腐”:辩证关系、现实困境与实现路径

Construction of Probity Culture and the Integrated Promotion of“Three Negatives Against Corruption”:Dialectical Relationship,Practical Dilemma and Realization Path

加强廉洁文化建设是一体推进“三不腐”的基础工程和治本工程,而一体推进“三不腐”为推动新时代廉洁文化建设奠定重要基础,二者统一于全面从严治党的丰富实践。当前一体推进“三不腐”背景下加强新时代廉洁文化建设仍面临诸多矛盾与问题,主要表现为对廉洁文化建设认识不足、腐败亚文化的渗透腐蚀加剧、廉洁教育不到位、廉洁制度不健全等。突破上述现实困境,应该夯实廉洁思想根基,为一体推进“三不腐”提供思想保障;厚植廉洁文化基础,为一体推进“三不腐”提供内生动力;深化廉洁教育宣传,为一体推进“三不腐”提供基础支撑;健全廉洁制度,为一体推进“三不腐”提供制度保障。

Strengthening the construction of probity culture is to promote the integration of basic and the root cause project of“not daring to corrupt,not able to corrupt and not willing to corrupt”(the“three negatives”),while the integrated promotion of“three negatives”has set an important foundation to promote the construction of probity culture in the new era,the two unified in the rich practice of full and strict administration of the Party.In the new era,we face many contradictions and problems in strengthening the construction of probity culture and promoting the“three negatives”,which mainly manifested in insufficient understanding of the construction of probity culture,infiltration and corrosion of corrupt subcultures,defective education of honest culture and imperfect systems and principles of probity.To solve the above-mentioned practical difficulties,we should consolidate the ideological foundation of honesty to provide ideological guarantee for the integrated promotion of“three negatives”;consolidate the foundation of probity culture to provide endemic power for the integrated promotion of“three negatives”;deepen honest education and publicity to provide basic force for the integrated promotion of them;improve synthetically the honest system to provide institutional support.
