以河长制为抓手构建河湖管理保护机制探讨——以云南省程海为例

Discussion on Building A River and Lake Management and Protection Mechanism with the River Chief System as the Starting Point——A Case Study of Chenghai,Yunnan Province

程海属于内陆封闭型湖泊,近年来程海周边旅游业崛起,人为活动日渐频繁,对湖水需求量逐日增加,导致本不能对外出水的程海流域沉积了超出湖体自身净化能力的污染物质,从而影响整个生境的自然循环能力。深入贯彻落实习近平生态文明思想,积极践行“绿水青山就是金山银山”理念,按照中央、省、市决策部署,坚持问题导向和目标导向,制定《关于全面推行河长制的实施意见》,在全县范围内全面推行河长制、湖长制,推动山水林田湖草沙系统治理,既治乱又治病治根,打造生态美丽河湖,使程海流域的河湖面貌得到初步改善。

Chenghai is an inland closed lake. In recent years,with the rise of the tourism around Chenghai and increasingly frequent human activities,the demand for lake water has also increased day by day. As a result,the Chenghai Basin,which cannot discharge water from the outside,has deposited pollutants beyond the self-purification capacity of the lake body,thus affecting the natural circulation capacity of the entire habitat. We thoroughly implemented the ecological civilization thought of President Xi Jinping,actively practiced the concept of "Clear waters and green mountains are as good as mountains of gold and silver",adhered to the problem orientation and goal orientation in accordance with the decisions and arrangements made by the central,provincial and municipal govenments,formulated the Opinions on the Comprehensive Implementation of the River Chief System,comprehensively implemented the river chief system and the lake chief system in the whole county,promoted the systematic management of mountains,rivers,forests,fields,lakes,grasses and sand,both controlled chaos and root causes,and created ecologically beautiful rivers and lakes,so that the appearance of rivers and lakes in Chenghai Basin has been preliminarily improved.
