Suitability Evaluation of Emergency Shelters in Nanjing

城市应急避难场所选址的适宜程度在发挥城市避难防灾效果方面发挥着重大作用,因此应急避难场所的布点规划和建设应从多方面综合考虑,最大限度地发挥场所的避难防灾救险功能。基于南京市应急避难场所建设指导规划(2016-2020),从有效性、可达性、安全性三个方面,运用灰色关联法、熵值权重法和相关GIS分析法,对南京市规划建设的14个中心级避难场所进行适宜度评价分析,得出规划布点的适宜程度,提供建设性的意见,提升南京市整体避难防灾能力。

The suitability of the site selection of urban emergency shelters plays an important role in giving full play to the effect of urban refuge and disaster prevention.Therefore,the layout planning and construction of emergency shelters should comprehensively consider the suitability of the sites in many aspects,so as to give full play to the functions of refuge,disaster prevention and rescue;Based on the guidance plan for the construction of emergency shelters in Nanjing(2016-2020),from the three index systems of effectiveness,accessibility and safety,this paper uses the grey correlation method,entropy weight method and relevant GIS analysis method to evaluate and analyze the suitability of 14 central level shelters planned and constructed in Nanjing,and obtains the suitability of planning points,so as to provide constructive suggestions for the later construction of shelters and the transformation of relevant aspects,and improve the overall refuge and disaster prevention capacity of Nanjing.
