县域“地灾智治”模式研究与实践——以浙江省临海市为例

Research and Practice on the Mode of Intelligent Governance of Geological Disasters at County Level:A Case Study of Linhai,Zhejiang Province

摘要 县域地质灾害防治作为国家综合防灾减灾工作的基本单元和落脚点,其建设模式和实践经验的研究和推广尤为重要。从模式特色、技术框架、部门应用和综合成效4个方面对县域“地灾智治”模式进行了总结。该模式以数据为基础,以平台为支撑,以应用为导向,打造了浙江省临海市“整体智治”的新格局,切实提升了地质灾害风险识别、监测预警、防范管理的能力,有效减少了由突发地质灾害造成的人员伤亡和经济损失,在满足国家政策和地灾防治高质量发展的同时,为全国县域地质灾害防治工作提供了可推广的经验。 Geological disaster prevention and control at county level is the fundamental unit and cornerstone of national comprehensive disaster prevention and reduction activity,therefore,it is very important to study and promote its construction mode and practical experience.We summarize the intelligent governance of geological disasters from four aspects:the characteristics of the mode,the technical framework,the departmental application,and the overall effects.This mode,which is data-driven,platform-supported,and application-oriented,has established a new overall intelligent governance pattern in Linhai,Zhejiang Province,improved the capability of geological disaster risk identification,monitoring and early warning,prevention and management,and significantly decreased the number of fatalities and economic losses caused by sudden geological disasters.It gives a widespread experience for the national county geological disaster prevention and control work in addition to adhering to national policy and high-quality development of geological disaster prevention and control.
