Modeling and Information System Development of Land Satellite Image Law Enforcement Business

为规范土地卫片执法业务流程,提高卫片执法业务的信息化处理能力。通过流程的优化重组方法,研究并构建了土地卫片执法业务逻辑模型,运用数据的流转与控制技术及使用观察者模式的属性字段变化监测技术研发了土地卫片综合执法系统。实现了省、市、县3级自然资源执法部门对疑似违法用地的图斑举证、资料核实、进度跟踪、统计分析等环节的全流程监管,提高了卫片执法工作的准确率及效率。

To standardize the business process of land satellite image law enforcement business and improve information processing capacity,we build a logic model by optimizing and restructuring the process,and develop a comprehensive law enforcement system of satellite image with data flow control technology and property field change monitoring technology based on observer mode.The system has achieved the full process supervision of suspected illegal land use,including spot evidence,verification,monitoring,statistics and other aspects,which effectively improves the accuracy and efficiency of law enforcement work.
