以人为核心的新型城镇化:2035年发展目标与实践方略

党的十八大以来,我国城镇化水平和质量稳步提升,新型城镇化建设取得了举世瞩目的成就,积累了许多重要经验。2035年我国将进入“基本实现社会主义现代化”的新阶段,以人为核心的新型城镇化也将实现新的发展目标。从新型城镇化已取得的重要成就出发,新型城镇化2035年发展目标可概括为“四重高质量”,即高质量农业转移人口市民化、高质量城镇化空间布局、高质量城市发展和高质量城乡融合发展的有机统一。从新型城镇化已积累的重要经验出发,在迈向2035年发展目标的征程上,要将新型城镇化与国家治理现代化有机统一起来,以系统思维激活新型城镇化高质量发展的新动力。

Since the 18th National Congress of the CPC, the level and quality of China’s urbanization have steadily improved, and the construction of new-type urbanization has achieved remarkable achievements and accumulated many important experiences. In 2035, China will enter a new stage of "basically realizing socialist modernization", and the new-type urbanization with people as the core will also achieve new development goals. Starting from the important achievements of new-type urbanization, the development goals of new urbanization in 2035 can be summarized as "four high-quality",namely, the organic unity of high-quality agricultural transfer population citizenization, high-quality urbanization spatial layout, high-quality urban development and high-quality urban-rural integrated development. Starting from the important experience accumulated by new-type urbanization, on the journey towards the development goal of 2035, it is necessary to organically unify new-type urbanization with the modernization of national governance, and activate the new driving force for the high-quality development of new-type urbanization with systematic thinking.
