Preparation and Management Standardization of Basic Technical Regulations for Passenger Transport of Local Railway Groups

铁路客运基本技术规章是客运专业技术规章体系的核心,是指导铁路现场开展客运组织管理的基础依据。随着新版《铁路运输技术规章管理办法》的发布,对铁路局集团公司客运基本技术规章的制定提出了具体要求。铁路局集团公司需进一步明确客运基本技术规章内容范畴,编制适应本局客运组织特点的客运基本技术规章。通过分析铁路客运技术规章管理现状,梳理铁路局集团公司客运基本技术规章管理问题,研究构建铁路客运基本技术规章基本内容架构,提出铁路局集团公司客运基本技术规章编制及管理规范建议,为不断提升客运技术规章管理的科学化、规范化,进一步完善铁路局集团公司客运技术规章体系,指导铁路客运组织工作高效开展提供技术支撑。

The basic technical regulations for railway passenger transport are the core of the specialized technical regulation system for passenger transport and the basic basis for guiding railways in implementing passenger transport organization and management on site.The newly released Administrative Measures for Technical Regulations on Railway Transport puts forward specific requirements on the preparation of basic technical regulations for passenger transport of local railway groups.To be specific,local railway groups need to further define the content scope of their basic technical regulations for passenger transport and prepare basic technical regulations that adapt to their characteristics in passenger transport organization.This paper analyzed the current situation of the management of technical regulations for railway passenger transport and reviewed the problems in the management of the basic technical regulations for passenger transport of local railway groups.On this basis,the paper constructed the basic content architecture of basic technical regulations for railway passenger transport and put forward suggestions on the preparation and management standards for basic technical regulations for passenger transport of local railway groups.This paper is expected to provide technical support for continuously promoting the scientific and standardized management of technical regulations for passenger transport,further improving the technical regulation system for passenger transport of local railway groups,and guiding the efficient organization of railway passenger transport.
