摘要 为提高灌区水资源利用效率,加快推进灌区农业水价综合改革,对灌区进行农业水权分配。根据灌区实际状况,从“公平性、效率性、效益性”3个方向遴选11个水权分配指标,构建灌区水权分配指标体系。以农民用水户协会作为灌区农业水权分配的对象,运用客观性强的改进熵权法对灌区水权进行分配。以大古洞灌区为例,将灌区水权分配到6个农民用水户协会。结果表明,相比于原始水权分配方案,协会01、协会02分配水量有所减少,减少幅度分别为8.17%和5.26%;协会03、协会05分配水量基本不变;协会04、协会06分配水量有所增加,增加幅度分别为9.14%和11.87%。同时,对此次分配结果进行了合理性分析,可为灌区农业水权分配提供一定参考。 In order to improve the utilization efficiency of water resources in the irrigated area and accelerate comprehensive reform of agricultural water price,agricultural water rights distribution is carried out in the irrigated area.According to the actual situation of the irrigation area,11 water rights distribution indicators are selected from the three directions of“fairness,efficiency and benefit”,and the water rights distribution indicator system of the irrigation area is constructed.Taking the farmers'Water Users Associations as the objects of agricultural water rights distribution in the irrigation area,the improved entropy weight method with strong objectivity is used to distribute agricultural water rights in the irrigation area.Taking the Dagudong irrigation area as an example,the water rights in the irrigation area are allocated to 6 farmer water user associations.The results show that compared with the original water rights allocation scheme,the water allocated by the association 01 and the association 02 is reduced by 8.17%and 5.26%respectively;the water distribution of association 03 and association 05 is basically unchanged;the water distribution of association 04 and association 06 increased by 9.14%and 11.87%respectively.The rationality of the distribution results is analyzed,which can provide some reference for agricultural water rights distribution in irrigation areas.
