Research and Application of Flood Control Guide Lines of River Regulation

规划治导线是河流保护治理和岸线功能维护管理的重要依据,研究洪水治导线对科学合理保护河流生态环境和处理水事权益具有重要意义。通过分析论证洪水治导线布设原则,研究提出了单宽流量、水流流速和水位升高值等多个治导线宽度控制参数。以清漳河为例,细化了洪水治导线布设原则,结合清漳河水文资料等分析提出了洪水治导线具体的控制参数,并以此进行了成果应用分析,结果表明:提出的洪水治导线布设原则和控制参数适用于清漳河,以此布设的洪水治导线是合理的。

Planning of guide lines of river regulation is an important evidence for river conservation and regulation as well as water front function maintenance and management. Studying the flood control guide lines of river regulation is of great significance to protect river ecosystem and settle water rights scientifically and rationally. In this paper, thelayout principles of guide lines of river regulation in Qingzhang River were examined and proved. Several guide lines of river regulation width control parameters such as flow per unit width, flow velocity and water level rising value were proposed. Taking the Qingzhang River as an example for further research, the layout principle of the flood control guide lines of river regulation was refined, and the specific control parameters of the flood control guide lines of river regulation were put forward based on the analysis and calculation of the hydrological data of the Qingzhang River, and the application analysis of the results was carried out. The results show that the proposed layout principles and control parameters of flood control guide lines of river regulation are suitable for Qingzhang River, and the flood control guide lines laid out of river regulation in this way are reasonable.
