摘要
践行“绿水青山就是金山银山”理念需要积极谋划如何实现生态产品价值,而生态产品价值实现的源动力在于人民对生态产品的需求。以生态产品价值实现的主观驱动力为切入点,可知生态产品需求类型主要有物质性需求类型、精神性需求类型、发展性需求类型等,每种需求类型又可分解为若干具体需求,综合其共性有利于生态产品的“生态、社会、经济”三维价值的实现。欲求每种具体需求得以顺利满足,就应根据每种具体需求的特点在总结常规机制的同时创新专门机制加以配套。由此,提出促进生态产品三维价值实现的一种新认知模型,即“需求类型-配套机制”模型。该模型既能全面了解生态产品的需求类型,又能较好地进行相应的制度安排,有助于生态产品供给与需求的精准对接,有效保障生态产品三维价值的最终实现。
To put the concept of “lucid waters and lush mountains are invaluable assets” into action, we need to actively plan how to realize the value of ecological products, and the driving force for the realization of the value of ecological products lies in the people’s demand for ecological products. This paper takes the subjective driving force of the realization of the value of ecological products as the starting point, and it can be seen that the demand types of ecological products mainly include material demand type, cultural and ethical demand type, and developmental demand type. Each demand type can be decomposed into several specific needs, which can be said to be conducive to the realization of the “ecological, social, and economic” value of ecological products. In order to successfully meet each specific demand, we should summarize the conventional mechanism and innovate the special mechanism to support it according to the characteristics of each specific demand. Therefore, this paper proposes a new cognitive model to promote the realization of the three-dimensional value of ecological products, namely the “demand type-supporting mechanism” model. This model can not only fully show the demand type of ecological products, but also better carry out the corresponding institutional arrangements, which is conducive to the accurate docking of the supply and demand of ecological products, and ultimately effectively guarantee the effective realization of the three-dimensional value of ecological products.
