市域社会治理现代化的“三然”探赜——基于平安中国建设的思考

The“Three Ran”Exploration of Modernizing Municipal Social Governance:Reflections on the Construction of Peaceful China Initiative

郡县治,天下无不治。随着国家治理体系和治理能力现代化以及基层治理体系和治理能力现代化战略的推进,市域社会治理现代化被摆在更加突出和重要的位置上,并成为建设更高水平平安中国的重要载体和有力抓手。从平安建设的视角探讨市域社会治理现代化更具有本源性、接续性和导向性,必然、应然、使然是理解和推进市域社会治理现代化的三个维度。在立足于国际形势的复杂性、国内环境的时代性和市域层级的特殊性的基础上,透视市域社会治理现代化的三大问题、三个层级以及五类风险等内在意蕴,能够有力推动治理观念现代化、治理体制现代化以及治理方式现代化。

With the promotion of modernizing the state governance system and capacity and modernizing the community-level governance system and capacity strategies,the modernization of municipal social governance is placed in a more prominent and important position,and becomes an important carrier and a powerful hand for building a higher level of the Peaceful China.From the perspective of peace construction,exploring the modernization of municipal social governance is more original,successive and oriented.Necessity,responsivity and causality are three dimensions to understand and promote the modernization of municipal social governance.Based on the complexity of the international situation and the timeliness of the domestic environment and the particularity of the municipal level,exploring the three major issues,three levels and five types of risks in the modernization of municipal social governance,could effectively promote the modernization of governance concepts,governance systems and governance methods.
