“印太经济框架”的内涵、走向及其面临的制约

“印太经济框架”是美国退出TPP后试图主导亚太地区经济秩序的一次努力,构成美国“印太战略”的经济支柱。对“印太经济框架”提出、推进与美国亚太政策进行分析,研究表明,“印太经济框架”回避关税减让等传统贸易安排,侧重于产业布局,将使美国政府以更大的力度直接干预企业在国际上的微观行为;美国的市场、技术、资金对他国有着巨大的吸引力,部分国家希望在新兴产业快速发展的过程中占据一席之地,同时对于参与“印太经济框架”的经济成本、卷入地缘政治冲突的风险存在顾虑。在“印太经济框架”的推进过程中,美国面临着为了服务其在亚太地区与中国进行战略竞争的目的,将会导致政治逻辑与经济逻辑的碰撞、市场驱动力不足、美国与其他成员国之间利益交换不平衡以及美国在国际社会中的战略信誉度下降等方面的问题。

The Indo-Pacific economic framework is another important effort to try to dominate the economic order in the Asia-Pacific region since the U.S.withdrew from the Trans Pacific Partnership(TPP),and constitutes the economic pillar of the U.S.Indo-Pacific strategy.The analysis and research on the proposal and promotion of the“Indo-Pacific Economic Framework”and the U.S.Asia-Pacific policies show that,the Indo-Pacific economic framework eschews traditional trade arrangements such as tariff concessions and focuses on industrial layout,under which the U.S.government will directly intervene in the micro-behaviors of enterprises internationally with more intense efforts.The market,technology and capital of the United States have great attraction to other countries.Some countries hope to win a foothold in the rapid development of emerging industries,while having concerns about the economic costs of participating in the“Indo-Pacific Economic Framework”and the risk of being involved in geopolitical conflicts.At the same time,in the process of promoting the Indo-Pacific economic framework,they face problems such as the conflict between political logic and economic logic,insufficient market drive,unbalanced exchange of interests between the U.S.and other member countries,and declining strategic credibility of the U.S.in the international community,arising from the attempt of the U.S.to serve its purpose of strategic competition with China in the Asia-Pacific region.
