摘要
融合教育是我国特殊教育事业的发展方向。从政策学的视角审视,融合教育的制度建设应当以《残疾人教育条例》为核心,衔接一系列国家和地方政策法规,建构融合教育内涵,实现融合教育从理想到现实的跨越,转变权利救济的传统模式,促进残疾人从学校融合走向社会融合。但融合教育的政策法规同时又面临着一系列困难和挑战,如对法律主体的纳入范围、融合教育教师培养、绩效考核、编制设定、个别化教育计划等内容的进一步细化和规范等。应对这些挑战,将进一步促进我国融合教育政策法规体系的发展与完善。
Inclusive education is the future in the field of special education.This article discusses the institution of inclusive education from policy-perspective.According to studies on different legislations of education with disabilities,it forms some good points especially for the field of ideas,system construction and rights relieve.On the other hand,some shortages especially on the training of talented teachers,teacher-performance assessment,IEP,etc.,are to be promoted.All these should ensure the equal rights of education for children with disabilities.
