融通创新共富效应的实现路径:基于价值取向和全民参与视角

The Path of Realizing the Common Prosperity Effect of Integrated Innovation from the Perspective of Value Orientation andUniversal Participation

共同富裕以人民的物质富足和精神富有为价值取向,其实践需求在于全民参与创业创富。基于价值取向和全民参与双重视角的演绎分析表明,融通创新与共同富裕不仅具有价值取向的一致性,深层次的融通创新还能激发全民参与创业创富的内在动力。但我国大企业和中小微企业之间的融通创新整体层次和水平尚有待提高,对共同富裕的促进作用发挥还不够充分,主要表现在:禀赋效应和短期行为影响创新资源共享、市场体系不健全约束全民参与效应,体制机制性障碍制约融通创新可持续发展的内在动力、利益联结机制弱激励效应和规制欠缺难以体现融通创新成果普惠性。因此,应以政府有效干预、健全要素市场体系、强化政策支持,协调利益分配,构建更深层次的融通创新发展生态,强化共同富裕带动效应。

Common prosperity takes people’s material and spiritual abundance as its value orientation, and its practical need lies in that all people participate in entrepreneurship and create wealth. From the dual perspective of the value orientation and the participation of all people, the deductive analysis shows that integrated innovation and common prosperity not only have the same value orientation but can also stimulate the intrinsic motivation of all people to participate in entrepreneurship and create wealth. However, the overall level of integrated innovation between large enterprises and MSMEs in China still needs to be improved. The role of promoting common prosperity is not sufficient, which is mainly manifested in the following aspects: endowment effect and short-term behavior affect the sharing of innovation resources;an inadequate market system constrains the effect of universal participation;institutional barriers restrict the intrinsic dynamics of sustainable development of integrated innovation;and the weak incentive effect of benefit linkage mechanisms and lack of regulation can hardly reflect the inclusiveness of integrated innovation achievements. Therefore, to strengthen the driving effect of common prosperity, the government should intervene effectively, improve the elemental market system, strengthen policy support, coordinate the distribution of interests, and build a deeper integrated innovation development ecology.
