长三角地区营商环境发展水平评价及差异分析

Evaluation and Differential Analysis of Development Level of Business Environment in the Yangtze Delta

基于2010—2020年长三角地区三省一市的面板数据,运用熵值法的分析表明,2010—2020年长三角地区营商环境整体发展水平呈逐年上升趋势,但营商环境发展不均衡,苏、浙、沪营商环境得分明显优于安徽省;在市场、金融、法律、政务、人文和生态6个子环境方面,三省一市的分项指标发展各有优势与短板,在政务环境、人文环境方面差异较小,而市场环境、金融环境、法律环境与生态环境存在明显差异。建议长三角三省一市不断加大对区域科技创新研究的投入与支持力度,改善服务水平为企业提供更有效的金融支持,加强地区社会治安管理和法治合作,不断改善空气质量与水资源生态环境,以促进区域营商环境协调发展。

Based on the panel data of the three provinces and one municipality in the Yangtze Delta from 2010 to 2020,the entropy analysis in this paper shows that the overall development level of the business environment in the Yangtze Delta from 2010 to 2020 presented an annually upward trend,but there is uneven development for business environment.Jiangsu,Zhejiang and Shanghai obtain significantly higher scores for business environment than Anhui.In the six sub-indexes of market,finance,law,government affairs,humanities and ecology,the four districts each have their own advantages and disadvantages.While the differences in government affairs and humanities are small,they are obvious in market,financial,legal and ecological environments.It is therefore suggested that districts in the Yangtze Delta should continue to increase investment in and support for the local scientific and technological innovation research,enhance services to provide more effective financial support for enterprises,strengthen regional social security management and legal cooperation,and keep improving air quality and water resources environment for coordinated development of business environment of the region.
