摘要
高质量发展赋予了硬科技新使命——对新旧动能转换、产业发展升级具有重要的支撑作用。研究以西安为例,构建了城市层面高质量发展以及硬科技产业发展指标体系,在测度西安2012—2020年高质量发展以及硬科技产业发展水平的基础上,对两系统以及两系统子要素之间的耦合协调关系进行了实证分析。研究认为,西安高质量发展水平以及硬科技产业发展水平从2012—2020年一直处于上升态势,且两系统的耦合协调度在经历失调、初步协调、中度协调的演化之后最终达到了高度协调的水平。最后,根据研究结论提出了针对性的对策建议。
The new development stage of high-quality development has given hard science and technology a new mission,which has an important supporting role in the transformation of new and old kinetic energy and industrial development and upgrading.Taking Xi’an as an example,this paper constructed an index system for high-quality development at the city level and the development of hard technology industry,and empirically analyzed the coupling and coordination relationship between the two systems and their sub-elements on the basis of measuring the high-quality development and hard technology industry development level of Xi’an from 2012 to 2020.The study believed that the level of high-quality development and the development level of hard science and technology industry in Xi’an had been on the rise from 2012 to 2020,and the coupling coordination degree of the two systems had finally reached a highly coordinated level after experiencing the evolution of imbalance,preliminary coordination and moderate coordination.Finally,targeted countermeasures were proposed according to the conclusions of the study.
