工业固体废物的公共治理:国内研究述评及展望

Public Governance of Industrial Solid Waste:Review and Prospect of Domestic Research

工业固体废物是固体废弃物的重要组成部分,也是废弃物治理的难点。本文基于公共治理视角,对1984—2021年的相关文献进行了梳理。研究发现,学界围绕工业固体废物治理的理论基础、治理原则、治理模式、治理方法和技术等主题,形成了一批有价值的研究成果。同时,既有研究还存在一些不足。简单来说,研究视角不够丰富,研究方法相对单一,与相关政策的结合不够紧密。为了推进这一研究,应重视基于公共治理视角的研究,加强实证研究、分类研究与比较研究,加强基于相关政策的研究。

Industrial solid waste is an important part of solid waste and also a difficult point of waste treatment.Based on the perspective of public governance,this paper combs the relevant literature from 1984 to 2021.The study finds that the academic community has formed a number of valuable research results around the governance theoretical basis,governance principles,governance models,governance methods and technologies of industrial solid waste.At the same time,there are still some deficiencies in the existing research.In short,the research perspective is not rich enough,the research method is relatively simple,and the combination with relevant policies is not close enough.In order to promote this research,it is necessary to attach importance to research based on the perspective of public governance,strengthen empirical research,classification research and comparative research,and strengthen research based on relevant policies.
