摘要
随着我国经济高速发展,各地区加强自身基础设施建设,出台各类人才吸引的方针政策,改善整体环境,提升软实力,以期吸引更多的高质量人才流入。结合2011-2020年中国31个省份的年度宏观数据,选用固定效应最小二乘回归模型进行分析,结果表明:从整体来看,高质量人才的流动受到经济发展水平的影响已经减弱,目前对人才更具吸引力的是区域的创新能力;区域内营商环境、教育资源水平、基础设施的完善程度同样影响人才的流动方向,在经济更为发达的地区营商环境和教育资源水平影响更大。
With China’s rapid economic development,the barriers to mobility across regions have weakened and more people are choosing to work and live in cities other than their hometowns.Regions are also strengthening their infrastructure,introducing various policies to attract talent,improving their overall environment and enhancing their soft power in the hope of attracting a greater inflow of quality talent.This paper uses a fixed-effects least squares regression model with annual macro data for 31 provinces in China from 2011 to 2020 to analyse the results.At the same time,the marketing environment,the level of educational resources and the level of infrastructure in the region also influence the direction of talent mobility,with the marketing environment and the level of educational resources being particularly important in the more economically developed regions.
