基于“一主体、双平台、多网点”的湖北省终身教育学分银行应用模式研究

Research on Application Model of Hubei Lifelong Education Credit Bank Based on "One Subject,Two Platforms and Multiple Outlets"

学分银行是构建全民终身学习立交桥的一项重要制度设计,当前全国已建立起了34家省域学分银行,这些省域学分银行在运行过程中或多或少都遭遇了各种困境,如学习成果缺乏认定、积累、转换机制,省域学分银行功能发挥不足,学习者学习行为缺乏精准描述等。湖北省终身教育学分银行在实践的基础上不断总结,构建了“N—1—N”学习成果认定与转换范式,形成了“一主体、双平台、多网点”的学分银行运行模式,建立了终身学习档案库为学习者“画像”,为中国特色学分银行建设提供了湖北方案。

Credit banks are an important system design for lifelong learning pursued byall.At present,34 provincial credit banks have been established nationwide.These provincial credit banks have encountered various difficulties in the process of operation,such as the lack of recognition,accumulation,transformation mechanism of learning achievements,the insufficient function of provincial credit banks,and the lack of accurate description of learners’ learning behavior.On the basis of practice,Hubei Lifelong Education Credit Bank has constantly summarized,builta "N-1-N" learning achievement recognition and transformation paradigm,formed a credit bank operation mode of "one subject,two platforms,and multiple outlets",and established a lifelong learning archive,providing a Hubei model for the establishmentof China’s credit bank.
