社区教育政策实施效果评估体系的构建与量化——基于湖南省社区教育政策文本的分析 被引量:2

摘要 科学的社区教育政策评估指标工具是社区教育运行机制持续优化的有力保障。以《湖南省教育厅等九部门关于进一步推进社区教育发展的实施意见》为依据,以系统性、相关性、合理性、时代性和普适性为原则,参照教育部2010年《社区教育示范区评估标准(试行)》,比对国家开放大学社区教育市县区三级机构建设与实验中心(基地)遴选标准,确定了5个一级核心指标、14个二级考核指标和39个三级刚性指标作为社区教育政策实施效果评估体系框架;再将39个要素层的赋值进行定量分析和权重测算;最后以标准分数法进行分数换算后应用于实例量化评估。该体系可用于检测评估基层社区教育机构及项目开展状况,为社区教育高质量发展和党的二十大提出的“推进教育数字化,建设全民终身学习的学习型社会、学习型大国”赋能助力。 a soundcommunity education policy evaluation index tool can ensure a continuous improvementof community education operation mechanism.Based on the Implementation Instructionsof Hunan Provincial Department of Education and Other EightDepartments on Further Promoting the Development of Community Education,followingthe principle of systematicness,relevance,rationality,timeliness and inclusiveness,and referring to the "Evaluation Standards for Community Education Demonstration Zones(Trial) issued" by the Ministry of Education in 2010,we compare the standards of Selection of Municipal,County and District Developing and Experimental Centers(Bases) of national open university community education.As a result we use 5 primary core indicators,14 secondary assessment indicators and 39 tertiaryrigid indicators to form the framework of the Evaluation System for the Implementation Effect of Community Education Policies.Then,the industry experts will conduct quantitative analysis and weight calculation on the assignment of 39 element levels.Finally,the standard score method is used to convert scores and then applied to the quantitative evaluation of examples.This system can be used to detect and evaluate the development of grassroots community education institutions and projects,and give impetus to the high-quality development of community education and the "promoting digital education,building a learning society andcountry for lifelong learning pursued byall " proposed by the 20th National Congress of the Communist Party of China.
