新时期省级农业科研院所科技创新成效与问题分析——以河南省农业科学院为例 被引量:3

摘要 农业科技创新是发展现代农业产业、实现农业增效和农民增收的重要保障。省级农业科研院所是我国农业科技创新的主力军,承担着区域内农业科技发展、科学研究、技术推广等艰巨任务。文章以河南省农业科学院为例,全面总结了“十三五”以来农业科技创新机制改革实践及科技创新主要成效,剖析了影响农业科研单位科技创新成效的主要因素,并从优化调整学科结构、建立稳定支持基础研究的投入机制等方面提出了新时期提升省级农业科研院所科技创新成效的建议。 Agricultural science and technology innovation is an important guarantee for the development of modern agriculture as well as the achievement of increased agricultural benefits and farmers’ income. Provincial agricultural research institutes are the main force in promoting agricultural science and technology innovation in China, mainly responsible for agricultural science and technology development, scientific research and technology promotion. This article comprehensively summarized the practice of reforming agricultural science and technology innovation mechanism and the main achievements of science and technology innovation since the "13th Five-year Plan" of Henan Academy of Agricultural Sciences, analyzed the main factors affecting the achievements of science and technology innovation in agricultural research institutions, and put forward suggestions for improving the effectiveness of science and technology innovation in provincial agricultural research institutes in the new era in terms of optimizing the structure of subjects and establishing a stable investment to support fundamental research.
