发展农产品产地初加工的影响因素与对策分析——以江苏省新型农业经营主体为例

Analysis on Influencing Factors and Countermeasures for Developing Primary Processing of Agricultural Products in Their Production Areas, Taking New Agricultural Business Entities in Jiangsu Province as an Example

发展农产品产地初加工是实施乡村振兴战略的重要举措。2020年,对江苏省农民合作社、家庭农场开展农产品产地初加工情况进行调查,结果显示:粮食和果蔬类合作社、家庭农场开展农产品产地初加工的比例较高;新型农业经营主体开展农产品产地初加工,可以提升其市场参与能力和经营性收入水平,也可以促进其集群式发展,但也面临着较高的市场风险、固定成本刚性增长、基础设施建设用地难等制约因素。基于此,文章从做好与市场有效对接、完善市场服务体系、加强技术集成引进和加大政策扶持力度等方面提出了促进新型农业经营主体发展农产品产地初加工的对策,以促进农产品产地初加工更快发展,更好地发挥有效市场和有为政府的作用。

Developing the primary processing of agricultural products in their production areas is an important measure in implementing the rural revitalization strategy. In Jiangsu Province, we investigated the situation of some farming cooperatives and family farms developing primary processing of agricultural products in their production areas. The results showed that: a high proportion of farming cooperatives and family farms engaged in the production of grain, fruit, and vegetables carried out primary processing of agricultural products in their production areas. The new agricultural business entities developing primary processing of agricultural products in their production areas can enhance their market participation and the level of operating income, as well as promote their cluster-based development, but they also face the constraints such as higher market risks, rigid growth in fixed costs and difficulties in land for infrastructure construction. And then,countermeasures and suggestions were put forward from the aspects of effective market docking, improving market service system,strengthening the introduction of technology integration and increasing policy support, in order to promote the faster development of primary processing of agricultural products and better play the role of an effective market and a responsive government.
