国内外公共信息服务问题研究综述

A summary of research on public information service issues at home and abroad

广泛传播和利用公共信息,以公共信息服务促进经济增长、平衡社会差距,是信息时代提高政府管理和服务水平的重要手段。拓展公共信息服务首先要对公共信息服务相关概念进行逻辑与功能的区分,明确公共信息服务的核心要义;然后对国内外公共信息服务相关文献的发展脉络和研究热点进行可视化分析,紧接着梳理公共信息服务的各个研究主题,如公共信息的概念界定、供给与开发、信息利用障碍以及质量与评价等进行比较和归纳。最后可得,各国政府都在加强信息服务水平,有效的公共信息服务供给是新时代服务型政府建设的重要内容,也是实现政府职能进一步转变的重要抓手,应当成为政府的基本公共服务项目之一。政府应当根据信息类型、供给模式与范围等内容进行区分,这样才有利于克服信息供给和利用阻碍,发挥信息的最大价值。

[Purpose]Widely disseminating and utilizing public information, promoting economic growth and balancing social disparities with public information services are important manifestations of government management and service levels in the new era. [Method]This paper first distinguishes the concepts related to public information services in terms of logic and function, and clarifies the core meaning of public information services;Various research topics, such as the concept definition of public information, supply and development, barriers to information utilization, and quality and evaluation,are compared and summarized. [Conclusion]Finally, this paper believes that effective public information service supply is an important part of the construction of a service-oriented government in the new era, and it is also an important starting point for further transformation of government functions. It should become one of the government’s basic public service projects.
