Research on the Legal Guarantee of Rural Vitalization

乡村振兴战略实施以来,乡村法治建设取得了明显成效,但也存在着乡村法律制度不健全、执法程序不规范、法律服务供给不充分、法治环境建设不完善等方面的问题。乡村振兴战略的实施离不开法治的保障,需要树立法治思维,运用法治手段和法治方式化解风险矛盾;需要多措并举,通过完善乡村振兴战略立法、健全乡村行政执法机制、强化乡村法律服务体系建设以及加强乡村法治环境建设等路径,充分发挥法治助推乡村振兴的效能。

Since the implementation of rural vitalization strategy, the construction of rule of law in rural areas has reaped evident benefits, but there still exist some problems. For example, the rural legal system is not complete,the rural law enforcement is not standardized, the rural legal service supply is insufficient, and the rural legal environment construction is imperfect. The implementation of the rural vitalization strategy cannot be separated from the legal guarantee. It is necessary to establish the legal thinking and minimize risks and contradictions by using legal means. We need to take multiple measures to make full use of the rule of law in promoting rural vitalization through improving the legislation on rural vitalization strategy, improving the administrative law enforcement mechanism, strengthening the construction of legal service system and the legal environment in rural areas.
