“行动者网络”视域下的警务共同体构建路径分析——以浙江“警务广场”为例

Construction Path Analysis of Policing Community from the Perspective of"Actor-network Theory"——Take Zhejiang"Policing Square"as an Example

警务共同体是新的历史阶段下,处于平等关系的多元治理主体基于共同的利益目标良性互动、相互信任、形成共同合力的有机整体。目前我国对警务共同体建设的探索仅存在于个别地区的警务实践中,并没有形成一套完整的建构体系。2009年浙江省湖州市“警务广场”行动是我国警务共同体构建的先锋计划和典型案例,但在实践过程中仍然有公安机关职责泛化、治理主体能力不足、地区运行存在差异、精神合力发挥有限等问题。在警务共同体建设领域引入“行动者网络”的理论视角,提出多元主体联动、公安机关角色转换、增强治理主体活力等完善建议,以期勾勒出一条清晰的新时代背景下具有中国本土特色的警务共同体构建路径。

The policing community is an organic whole in the new historical age.Based on common interests and goals,multiple governance subjects,which have been in an equal relationship,interact benignly and trust mutually to form asynergy.At present,China’s exploration of the policing community construction only exists in the police practice in individual regions,which has not formed a complete construction system yet.The"Policing Square",in Huzhou City Zhejiang Province,was a pioneering project and a typical case in the construction of a policing community in China in 2009.In the process of practice,there still exist several problems such as the generalization of the duties of the public security organs,the lack of capacity of the governance subjects,the differences in regional operation and limited spiritual synergy.The"Actor-network Theory"has been introduced into the field of policing community construction,and suggestions have been put forward,such as improving the linkage of multiple subjects,roles transforming of public security organs and enhancing the vitality of governance subjects.It is hoped that a clear path for the construction of policing communities with Chinese local characteristics in the context of the new era will be outlined.
