适应新型电力系统的电网体制改革探讨

Discussion on the Reform of Power Grid System to Adapt to the New Power System

“双碳”目标导向下,构建新型电力系统要求建立与之相适应的电网体制。本文在梳理新一轮电力体制改革以来我国电网体制改革进展与不足的基础上,结合我国实际国情与构建新型电力系统的要求,从市场和政府协同作用的视角出发,提出适应新型电力系统的电网体制,应能够同时满足有效市场竞争和有效政府监管的双重要求,并通过对国际上电网体制演进趋势的分析和主要国家电网体制改革措施的对比,提出充分放开市场化售电业务、深化增量配电改革和深化对“中间”环节监管以有效支撑统一电力市场建设等等相关政策建议。

Under the guidance of the "dual carbon" goal, the construction of a new power system requires the establishment of a corresponding grid system. Combined with the actual situation of China and the requirements of building a new power system, this paper combs the progress and shortcomings of China’s power grid system reform since the new round of power system reform. From the perspective of the synergy between the market and the government, it proposed that the power grid system to adapt to the new power system should meet the dual requirements of effective market competition and effective government supervision. Through the analysis of the evolution trend of the international power grid system and the comparison of the reform measures of the main national power grid systems, this paper proposed to effectively separate the allocation and sale, and completely separate the competitive business from the monopoly business;Insist on promoting incremental distribution reform and introduce asymmetric supervision;Select specific regions to pilot the reform of separating transmission and distribution and other relevant policy recommendations.
