碳达峰碳中和背景下内蒙古绿色低碳发展的路径和对策建议 被引量:2

The path and countermeasures of green and low-carbon development in Inner Mongolia under the background of carbon peak and neutrality

摘要 内蒙古作为国家重要能源和战略资源基地,“能耗双控”和“碳排放双控”工作压力巨大,“碳达峰、碳中和”目标倒逼能源结构和产业结构升级转型。内蒙古亟待发挥比较优势,打造新能源产业基地,通过以生态优先、绿色发展为导向的高质量发展方式,化解资源优势陷阱和生态环境困局。通过对内蒙古的发展现状进行调研分析,本文对内蒙古绿色低碳发展取得的成效与面临的挑战进行提炼,结合内蒙古能源发展现状和资源禀赋条件,从能源改革、降碳减排、循环经济、环境生态等角度,对内蒙古自治区绿色低碳发展的关键路径和对策建议进行总结,主要有以下五个方面:(1)能源绿色低碳转型,构建清洁低碳现代能源体系;(2)完善碳排放统计核算体系,推动能耗双控向碳排放双控转变;(3)资源节约集约高效利用,构建绿色低碳循环经济体系;(4)能源生态深度融合,推动减污降碳协同增效;(5)加快新能源技术和脱碳技术研发,发挥科技创新支撑作用。 As an important national energy and strategic resource base, Inner Mongolia is under great pressure to “double control of energy consumption” and “double control of carbon emission”,the goal of “carbon peak and neutrality” forces the upgrading and transformation of energy structure and industrial structure.It is urgent for Inner Mongolia to give full play to its comparative advantages, build new energy industry bases, and resolve the resource advantage trap and ecological environment dilemma through the high-quality development mode oriented by ecological priority and green development.Through investigation and analysis of the development status of Inner Mongolia, the paper summarizes the achievements and challenges of green and low-carbon development in Inner Mongolia, combines the status quo of energy development and resource endowment conditions in Inner Mongolia, and summarizes the key paths and countermeasures for green and low-carbon development in Inner Mongolia from the perspectives of energy reform, carbon reduction, circular economy and environmental ecology, which mainly includes five aspects as follows: First, promote green and low-carbon energy transformation, and build a clean and low-carbon modern energy system;Second, improve the statistical accounting system of carbon emissions, and promote the transition from dual control of energy consumption to dual control of carbon emissions;Third, resource conservation, intensive and efficient use, to build a green low-carbon circular economy system;Fourth, deep integration of energy and ecology to promote synergistic efficiency of pollution reduction and carbon reduction;Fifth, accelerate research and development of new energy technologies and decarbonization technologies, and give full play to the supporting role of scientific and technological innovation.
