我国省实验室的运行机制分析与经验启示——基于浙江之江、广东鹏城、上海张江的案例分析 被引量:3

摘要 省实验室是国家实验室的“预备队”和本省各类科技创新基地的“先锋队”。我国各省设立建设的省实验室已接近100家,取得了一系列建设运行经验与体制机制创新成果。结合协同创新理论与创新链理论,对浙江之江、广东鹏城、上海张江三家省实验室的运行机制进行探索分析,得出促进我国省实验室运行完善和高质量发展的经验启示。省实验室应当聚焦国家科技发展战略和本省重大产业需求,打造协同共建的新型科研组织架构,积极融入全球协同创新网络,形成高层次人才汇聚、核心技术联合攻关、科研设施共建共享、利益成果合理分配、科技成果转化应用、绩效评价激励导向的全链条和开放式创新高地,高水平开展前瞻性基础研究和关键核心技术的创新突破。 The provincial laboratories are the reserve teams of national laboratories and the pioneer teams of various technological innovation bases in the province.Currently, nearly 100 provincial laboratories have been established and constructed in China, and a series of construction and operation experiences and institutional innovation achievements have been achieved.Based on the theories of collaborative innovation and innovation chain, this paper explores and analyzes the operation mechanism of three provincial laboratories in Zhejiang Zhijiang, Guangdong Pengcheng and Shanghai Zhangjiang, and draws inspiration and suggestions for the high-quality development of provincial laboratories in China.First of all, the provincial laboratories should focus on the national science and technology development strategies and the major industrial needs of the provinces.Secondly, the provincial laboratories should build a new scientific research organizational structure for collaborative construction, actively integrate into the global collaborative innovation network, and form a whole chain and open innovation highland of high-level talent convergence, core technology joint research, scientific research facilities co-construction and sharing, reasonable distribution of benefits and achievements, transformation and application of scientific and technological achievements, and incentive-oriented performance evaluation.Finally, the provincial laboratories should carry out forward-looking basic research and innovative breakthroughs of key core technologies at a high level.
