数字经济对公共服务高质量发展影响的机理分析与实证研究

Mechanism Analysis and Empirical Study on the Impact of Digital Economy on the High-quality Development of Public Services

数字经济已经成为全球经济发展新动能,正在改写和重构世界经济版图,促进数字经济与传统公共服务业的深度融合,推动公共服务高质量发展是大势所趋。现有研究较少涉及数字经济推进公共服务高质量发展的机理分析,相应的实证分析则更为缺乏。因此,在分析数字经济对公共服务高质量发展影响机理的基础上,利用中国30个省份的数据构建数字经济发展水平指数和公共服务高质量发展水平指数,运用系统GMM动态回归模型、门槛回归模型和空间杜宾模型,实证检验数字经济对公共服务高质量发展的影响机理。研究发现:数字经济对公共服务高质量发展具有正向促进作用,进一步分析发现该促进作用具有非线性特点;除此之外,从空间角度分析发现数字经济不仅对本地区公共服务高质量发展有正向影响,对相邻地区公共服务高质量发展也有正向的空间溢出效应。最后,基于理论和实证分析结果提出应完善数字基础设施建设、加深数字经济与公共服务业深度融合和采取差异化发展策略的政策建议。研究结论为推进公共服务高质量发展提供了理论支持,也为实现公共服务普惠均等提供了决策参考。

The digital economy has become a new driving force for global economic development,it is rewriting and reconstructing the world economic map.It is a general trend to promote the deep integration of the digital economy and traditional public services,and promote the high-quality development of public services.The existing studies rarely involve the mechanism analysis of digital economy promoting the high-quality development of public services,and the corresponding empirical analysis is even less.Therefore,based on the analysis of the impact mechanism of the digital economy on the high-quality development of public services,using the data of 30 provinces in China to build the digital economy development level index and the high-quality development level index of public services,using the system-GMM dynamic regression model,threshold regression model and the spatial Durbin model empirically tests the impact mechanism of the digital economy on the high-quality development of public services.The research finds that the digital economy has a positive role in promoting the high-quality development of public services,and further analysis finds that the role has a non-linear characteristics;In addition,from the perspective of space,the digital economy not only has a positive impact on the high-quality development of public services in the region,but also has a positive spatial spillover effect on the high-quality development of public services in adjacent regions.Finally,based on the results of theoretical and empirical analysis,the paper proposes suggestions to improve the construction of digital infrastructure,deepen the deep integration of digital economy and public service industry,and adopt differentiated development strategies.The research conclusions provide theoretical support for promoting the high-quality development of public services,and also provide decision-making reference for realizing the equality of public services.
