京津冀协同发展背景下河北省人力资源开发策略研究 被引量:1

摘要 面对百年未有之大变局和复杂多变的国际环境,京津冀区域协同发展对国内大循环起到了重要的助推作用。在京津冀一体化的进程中,人才是第一资源,是区域发展的关键所在和核心动力。文章在双循环新发展格局的视角下探析了京津冀人力资源协同开发的现状及河北省人力资源开发存在的问题。结合京津冀协同发展战略,借鉴长三角、珠三角发达经济区的人力资源协同开发经验,制定了加快京津地区人才一体化合作推进、营造人力资源创新生态环境、加大引才育才力度的河北省人力资源开发策略,以期为河北省人力资源开发政策的制定提供参考,推动京津冀协同发展取得更大进展。 In the face of the unprecedented changes in a century and the ever-changing complex international environment, the coordinated development of the Beijing-Tianjin-Hebei region has played an important role in promoting the domestic cycle. In the integration process of Beijing, Tianjin and Hebei, talents are the primary resources, the key and core driving force of regional development. From the perspective of the new development pat-tern of double circulation, this paper analyzes the current situation of the coordinated development of human resources in Beijing, Tianjin and Hebei and the existing problems in the development of human resources in Hebei Province. In combination with the coordinated development strategy of Beijing, Tianjin and Hebei, and drawing on the experience of human resources coordinated development in developed economic zones of Yangtze River Delta and Pearl River Delta, the human resources development strategy of Hebei Province is formulated to accelerate the promotion of talent integration and cooperation with Beijing and Tianjin, create an ecological environment for human resources innovation, and increase the intensity of talent introduction and cultivation, so as to provide reference for the formulation of human resources development policies in Hebei Province and promote the process of coordinated development of Beijing-Tianjin-Hebei region.
