摘要
欠发达地区人才吸纳政策已陷入与其他地区高度同质化且过度内卷陷阱,其背后的微观机理与政策制定者在政策酝酿与出台过程中的直觉推断因素有关。理论上,可得性直接推断、代表性直接推断与锚定直觉推断均有可能影响欠发达地区的人才吸纳政策。实证层面,来自粤北的事实论证为这一论点提供了论据支持,而进一步的分组问卷调查结论也表明,上述直觉推断会影响欠发达地区人才吸纳政策的政策关注对象、政策工具组合以及政策补贴额度,使得欠发达地区的人才政策在政策关注对象与政策工具组合上与其他地区基本保持一致,而在政策补贴额度上则趋于不低于其他地区。这一结论为完善欠发达地区人才政策提供了新的思路。
The talent absorption policy in underdeveloped areas has fallen into a high degree of homogeneity and excessive competition with other regions, and the micro mechanism behind it is related to heuristic of policy makers in the preparation and formulation of policies. Theoretically, availability heuristic, representational heuristic and anchoring heuristic may affect the talent absorption policy in underdeveloped areas. Empirically, the evidence from north of Guangdong supports this argument, and the conclusion of grouping questionnaire also shows that heuristic affects the policy object, policy toolkit and policy subsidy amount of talent absorption policy in underdeve-loped areas, making it clear that the talent policy in underdeveloped areas is basically consistent with that in other regions in terms of policy object and policy toolkit, while the amount of policy subsidies tends to be no lower than that in other regions. This conclusion provides a new idea for improving the talent policy in underdeveloped areas.
