公共健康治理的伦理诉求及其机制保障

Ethical Appeal and Mechanism Guarantee of Public Health Governance

公共健康治理通过配置和运行公共健康资源,决定健康服务的供给状况和服务对象,其发展状况是考察国家治理能力的一个有益视角。我国以人民为中心,共建共享的治理格局要求公共健康治理坚持公平、效率、协同、人道的伦理价值,通过人人共享健康成果和特殊照顾健康弱势群体的统一,满足人民美好生活需要。为实现此目标,需从机制上落实政府保障基本健康服务均等化的义务、科学确定公共健康服务优先次序、为健康弱势群体提供适度健康优待、明确个体的健康责任,多措并举,切实改善公众健康。

Public health governance determines the supply and service objects of health services through the allocation and operation of public health resources. Its development level is a useful perspective to investigate the national governance capacity. The governance of people-centered and emphasizing joint construction and shared benefits decides that China’s public health governance should adhere to the value pursuit supported by fairness, efficiency, coordination and humanity, the people’s needs for a better life can be realized through the sharing by everyone and the special protection of health vulnerable groups. In order to achieve this goal, we need to implement the government’s obligation to ensure the equalization of basic health services, scientifically determine the priority of public health services, provide health preferential treatment for vulnerable groups, clarify individual health responsibilities, and take multiple measures to effectively improve public health.
