乡村治理视域下农村基层党组织建设探析

“村看村、户看户、农民看支部”。农村基层党组织是党在农村全部工作和战斗力的基础。新疆维吾尔自治区党委书记马兴瑞指出:“突出抓基层、强基础、固基本,加强基层党组织建设,创新精神文明建设平台载体,深入推进平安乡村、法治乡村建设,不断提升乡村治理能力水平。”在对农村基层党组织建设进行探索中发现农村基层党组织建设存在村党支部发挥领导核心作用有待提升;后备党员干部培养不足;村党组织学习方式单一、党员间缺乏讨论;村官在带动村民致富的能力上存在差距;农村基层党组织的组织力量不足等问题,并提出完善农村党组织建设,充分发挥党组织领导核心作用;加强后备力量储备培养村级干部;创新村党组织学习方式,加强基层组织的理论学习5条建议,以此来加强农村基层党组织建设提高基层治理效能,并打造地区农村在党的领导下新的治理模式,进一步推进地区农村社会治理现代化。

"Villages looks at the village,households looks at the household,and farmers looks at the Party branch."Rural grass-roots party organizations are the basis of all the Party’s work and combat effectiveness in rural areas.Secretary of the CPC XinJiang Committee Ma Xingrui pointed out:"highlight the grass-roots level,strengthen the foundation,strengthen the building of grass-roots party organizations,innovate the platform carrier for the construction of spiritual civilization,further promote the construction of safe villages and villages under the rule of law,and constantly raise the level of rural governance."In the analysis of the construction of rural grass-roots party organizations,it is found that in the construction of rural grass-roots party organizations,the leading core role of village Party branches needs to be improved,the training of reserve party members and cadres is insufficient,the learning style of village party organizations is single,and there is a lack of discussion among party members.there is a gap in the ability of village officials to drive villagers to get rich.This paper puts forward some problems,such as the lack of organizational strength of rural grass-roots party organizations,and proposes to improve the construction of rural party organizations,give full play to the leading core role of party organizations,strengthen the reserve of reserve forces and train village-level cadres.There are five suggestions,such as innovating the learning style of village party organizations and strengthening the theoretical study of grassroots organizations,so as to strengthen the construction of rural grass-roots party organizations,improve the efficiency of grass-roots governance,create a new governance model in rural areas under the leadership of the Party,and further promote the modernization of social governance in rural areas.
