基于全产业链的长沙市农产品质量安全协同治理路径

Collaborative Governance Path of Agricultural Product Quality Safety in Changsha Based on Whole Industrial Chain

以农产品质量安全为研究对象,在长沙市农产品质量安全治理问题的基础上,对新型农业经营主体、渠道商主体、农产品物流主体以及政府四大相关主体在农产品质量安全治理中的协同关系进行了归纳分析,从协同目标、协同主体、运行机制、环境保障等方面对协同治理模式进行了体系搭建,构建了全产业链下长沙市农产品质量安全协同治理模式,并据此对长沙市农产品质量安全协同治理的实现路径进行了探讨。从农产品质量安全多经营主体协同治理的角度分析和研究,打破过去单一主体的治理模式,为质量管理理论和治理机制理论提供了较为新颖的分析视角。

Taking the quality safety of agricultural products as the research object,based on the experience of agricultural product quality and safety governance in Changsha,we summarized and analyzed the collaborative relationships of the four relevant subjects in the quality safety governance of agricultural products,including new agricultural operators,channel operators,agricultural logistics providers,and the government.Then,we set up the collaborative governance system model from the aspects of collaborative objectives,collaborative subjects,operation mechanism,and environmental protection,built the collaborative governance mode of agricultural product quality safety for Changsha under the whole industrial chain,and discussed the path for the realization of collaborative governance.The result showed that there were still many areas to be studied in the field of agricultural product quality and safety governance and that we should approach the subject from the angle of multi-operator collaboration to break the old single operator governance mode,providing a relatively new perspective for the quality governance theory and governance mechanism theory.
