试论京津冀新兴产业链协同与优化布局——以生物医药产业为例

Coordinated and Optimal Distribution of the Rising Industrial Chain in Beijing-Tianjin-Hebei:Take the Biomedical Industry as an Example

与长三角和珠三角相比,京津冀近些年的区域经济增长明显放缓,导致这一严峻问题产生的一个深层次的原因,是长期积累所形成的京津冀区域产业协同的发展困境。京津冀要从根本上走出困境,更优路径是选择新兴产业链协同层级跃迁,决策者应将之作为发展的主导模式。目前首都功能的重新定位及所设立的雄安新区,为京津冀产业协同层级跃迁的模式探索提供了关键动能。京津冀新兴产业链协同与优化布局,构成了探索京津冀新兴产业协同模式创新的重要内容。而从目前京津冀新兴产业的整体实力、区域均衡与匹配程度上看,则可选择生物医药作为率先探索的产业。

Compared with Yangtze River Delta and Pearl River Delta,the regional economic growth of Beijing-Tianjin-Hebei has noticeably slowed down in recent years.A deep-seated reason for this severe problem is the development dilemma accumulated for a long time in the Beijing-Tianjin-Hebei regional industrial coordination.To get out of the predicament in essence,a better way is the coordinated hierarchical transition of the rising industrial chain,which should be taken as the leading development mode by the policy makers.At present,the relocation of the capital function and the establishment of Xiong’an New Area provides the crucial driving forces for exploring the mode of the coordinated industrial hierarchical transition in Beijing-Tianjin-Hebei.The coordinated and optimal distribution of the rising industrial chain in Beijing-Tianjin-Hebei is an important part of this exploration.Viewed from the overall strength,regional balance and matching degree of the rising industries in Beijing,Tianjin and Hebei,biomedicine can be chosen as the first industry to explore.
