略论长安献帝朝廷的地方控制

Local Control of Emperor Xian’s Court in Chang’an

初平元年,董卓挟汉献帝及公卿大臣迁都长安,王允深悉府库所藏档案文书的重要性,匆忙之中仍择其要者带往长安,使长安献帝朝廷保留了管理地方的信息基础。联络路径的畅通是保证政令下达的另一重要因素,虽然迁都与战乱造成道路阻隔,但地方官员和献帝朝廷都有联络的需要,他们以私行、绕道、昼伏夜行等方式打通了路径,维持着长安与地方之间的政治联系。

In 190 AD,the first year of the Chubei(初平)era of the Chinese Han Dunasty,Dong Zhuo(董卓)moved the capital to Chang’an(长安)with Emperor Xian(汉献帝)and his ministers.Knowing the importance of archives and documents in the government’s treasury,Wang Yun(王允)chose the most important ones to take to Chang’an in a hurry,so that the court of Emperor Xian in Chang’an(长安)retained the information base for local rule.The smooth communication path is another important factor to ensure the issuance of government decrees.Although the relocation of the capital and the war caused road blockages,both local officials and the court of Emperor Xian had the need to communicate with each other,so they made the way through by private travel,detours and night travels thus maintaining the political ties between Chang’an and the local areas.
