以“双循环”新发展格局引领经济高质量发展:理论逻辑与实现路径

Dual Circulation Guiding High-quality Economic Development:Theoretical Logic and Realization Path

中国式现代化视域下经济高质量发展,既要充分体现创新、协调、绿色、开放、共享的新发展理念,又要兼顾质的有效提升和量的合理增长,还要能够有效统筹开放和安全。与“大进大出、两头在外”的传统开放发展格局相比,“双循环”新发展格局不仅在经济循环的“重心”上有了新变化,而且在所依托优势上也有了新来源。具有新特征的“双循环”新发展格局,可以同时对经济高质量发展的上述三个维度产生推动和引领作用。其作用绝非超大本土市场规模优势和实施更高水平开放作用的简单叠加,更为重要的是,二者的作用力在不断地往返循环和良性互动中得以提升和放大,体现出双循环“相互促进”推动经济高质量发展的根本逻辑。以经济高质量发展为目标导向,必须深入贯彻实施党的二十大报告战略部署,即“把实施扩大内需战略同深化供给侧结构性改革有机结合起来,增强国内大循环内生动力和可靠性,提升国际循环质量和水平。”

The high-quality economic development from the perspective of Chinese modernization should not only fully reflect the new development concept of innovation, coordination, green, open and sharing, but also take into account the effective improvement of quality and reasonable growth of quantity, as well as the effective integration of opening and security. Compared with the traditional pattern of opening up, the new pattern of “dual circulation” development not only has new changes in the “center of gravity” of economic cycle, but also has new sources in the advantages it relies on. The new development pattern of “double cycle” with new features can simultaneously promote and lead the above three dimensions of high-quality economic development. It is by no means a simple combination of the advantages of large local market size and the effect of opening up to a higher level, more importantly, the two forces have been enhanced and amplified through continuous circular and positive interaction, reflecting the fundamental logic of the two cycles “promoting each other” to promote high-quality economic development. To achieve high-quality economic development, we must thoroughly implement the strategic plan of the Report on the Party’s Twentyth National Congresses, namely, “to integrate the strategy of expanding domestic demand with deepening supply-side structural reform, strengthen the internal driving force and reliability of the great domestic cycle, and raise the quality and level of the international cycle.”
