均衡发展是国家治理的主导原则和重要目标。当代中国,自然资源、经济资源和治理资源在空间分布上具有鲜明的非均衡性特征,构成了中国国家治理的主要困境。破解由单一制体制同超大规模的国家空间耦合导致的大国非均衡性难题,成为推进社会主义现代化建设的重要任务。对口支援是中国共产党基于中国国情,探索出的一项破解大国非均衡性难题的创新成果。对口支援的有效运行与功能发挥有赖于单一制体制下的国家统筹和党组织对社会力量的有序引领。党领导下的党政分工合作体制,形成党和政府之间的结构性嵌入与功能性耦合为对口支援破解大国非均衡性难题提供了“双重支撑”。作为打破空间壁垒限制,实现资源地理空间转移、重新配置以及跨界合作治理的创新实践,对口支援表现出汇集资源和协调发展的显著治理优势。对口支援在破解大国非均衡性难题的实践中,通过空间集聚实现了空间适度均衡,兼顾了发展与平衡,推动了国家治理效能的提升。

Balanced development is the leading principle and important goal of national governance. In contemporary China, the spatial distribution of natural resources, economic resources and governance resources is characterized by distinctive disequilibrium, which constitutes the main dilemma of Chinese national governance. Solving the disequilibrium problem of Large-scale countries caused by the coupling of unitary system and super-large governance scale has become an important task to promote socialist modernization. Pairing Assistance is an innovative achievements to solve the disequilibrium problem of Large-scale countries, depends on the national coordination under the unitary system and the orderly leadership of social forces by the Party organization. Under the leadership of the party, the division of labor and cooperation system between the party and the government forms the structural embedding and functional coupling between the party and the government, which provides ‘double support’ for counterpart support to solve the disequilibrium problem of Large-scale countries.
