智能时代信息素养培养的国际经验及启示

Cultivating Information Literacy for the Intelligent Era:International Experiences and Implications for China

信息素养是21世纪公民核心素养与关键能力的重要组件。人类社会正从信息化时代的初级阶段迈向以高度数据化和高度智能化为核心特征的人工智能时代。主要国际组织和各国教育机构纷纷出台信息素养维度与测评框架,重点关注审辨性、认知性、社会性、操作性、情感性和项目性六个维度。较之中国,国外信息素养维度的划分和测评框架的构建系统性更强,兼顾了认知性与非认知性维度,更为重视信息安全与网络伦理,并注重拓展未来的高阶性与时代性维度。要提高全民的信息技术能力,中国不能照搬发达国家的经验,应该探索符合中国社会实际与社会发展需要的做法,需进一步完善信息素养标准,加强信息素养框架的体系化建设,使信息素养标准面向完整的人并注重观照未来。

Information literacy is one of the core competences and key skills for the 21st century,w here Artificial Intelligence is proving to be a real game-changer for human society.Therefore,educational organizations around the w orld have developed various framew orks to measure and assess information literacy.Compared w ith w hat w e have in China,framew orks developed by international agencies and Western countries are more comprehensive,focusing on the critical,cognitive,operational,social,emotional,and projective dimensions of information literacy.Those framew orks include both basic components as w ell as more advanced ones,cognitive components as w ell as non-cognitive ones,w ith due attention given to cyber safety and ethics.We should learn from those framew orks,and at the same time,take into consideration our ow n situation and needs,so as to develop a better framew ork to enhance the information literacy of our Chinese citizens.
