I.Background In order to use the practice of scientific rationality to reveal the two of the ultimate mysteries that have accompanied the human race since it began, the United States has formulated two scientific programs: the Human Genome Project(HGP) which aims to solve the puzzle of life, and the Human Cognome Project(HCP) which seeks to decode the human mind. The latter’s search for God’s last secret is far more difficult than the former.
