Research on the Deepening Reform of Provincial Single Sports Association in the New Development Stage

省级单项体育协会在推动新发展阶段体育高质量发展中扮演着“承上启下”的重要角色,对于优化竞技体育发展布局、推动构建更高水平的全民健身公共服务体系、促进体育产业高质量发展、协同体育事业各领域全面发展具有重要作用。省级单项体育协会在“承上”中面临的困境包括:协会脱钩改革实效有待深化、协会发展自主性存在不足、法律保障体系亟需健全和完善;在“启下”中面临的困境主要为:协会组织架构亟待完善、对基层体育组织发展的示范性表现不足、引导人民群众参与的程度不高。基于此,提出加强党建工作力度,扩大协会党组织覆盖面;完善协会改革的顶层设计,加快实体化进程;优化协会内部管理机制,完善相关建设标准;发挥协会引领示范作用,提高社会服务能力等对策建议。

The provincial single sports association of plays a connecting link role in promoting high-quality development of sports in the new stage of development.It optimizes the developing structure of competitive sports and helps to build a better public service system of sports for all people.It also contributes to a high-quality and all-around development of sports industry on the whole but also programs in all fields.The main problems faced by provincial single sports association in terms of development including how to deepen the reform of association decoupling and improve their development autonomy as well as legal protection systems;while in terms of functioning embrace how to improve their organizational structures,give full play to their demonstration roles for the development of grass-roots sports organizations,and better guide more people to participate in their activities.Based on all these requests,it should strengthen the CPC construction,expand the coverage of the Party organizations;improve the top-level design of the association reform,accelerate its substantiation;optimize the management mechanism of association,improve relevant standards;play a leading role of association,enhance its capacity to provide social services.
