“有困难找警察”的实践困境与破解出路探析——基于广州A派出所的实地调研

Analysis on the Practical Dilemma and Solution of“In Trouble,Call the Police”:Based on the Field Investigation of Guangzhou A Police Station

近年来,随着基层警务改革的持续深化与社会治理能力的不断提升,“有困难找警察”这一公安经典宣传标语的表述准确性与实施成效日益受到质疑,如非警务报警占比较重,工作指标与工作实效不相匹配。对困难的释义过于宽泛,基层派出所面临多重体制困境,基层公安治理主体单一等是造成该困境的主要原因。公安部门需重新界定困难,建立110报警平台非警务报警转介分流机制,开展基层派出所体制改革,还应积极培育群众求助警察的正确观念,或能破解此困局。

In recent years,with the continuous deepening of the grass-roots police reform and the continuous improvement of the social governance ability,the accuracy of the expression and the implementation effect of the classic public security slogan“In trouble,call the police”have been increasingly questioned.For example,non-police alarm accounts for a large proportion,and the work indicators do not match the work effectiveness.The main reasons for this dilemma are that the definition of trouble is too broad,grass-roots police stations are faced with multiple institutional dilemmas,and grass-roots public security governance subjects are single.The public security department needs to redefine the trouble,establish the 110-alarm platform non-police alarm referral and diversion mechanism,carry out the reform of the grass-roots police station system,and actively cultivate the correct concept of the masses seeking help from the police,may the dilemma be eased.
