Research on Regulating Academic Risks in Chinese Universities

我国高等教育已经迈入普及化阶段,当下的工作重心转移为内涵式发展,而首当其冲的就是学术治理。然而,个别学位造假、剽窃论文等学术不端现象时有发生,对高校治理构成风险。高校学术风险规制是学校基于预防和控制学术风险,灵活运用多种方式对学术风险进行预测、评估、评价和管理等一系列措施。学术风险的规制需要遵循预警防范性原则、沟通包容性原则、协同整合性原则、总结反思性原则,通过风险评估机制、风险管理机制、风险沟通机制对高校学术风险进行有效规制,最终实现高校学术生态环境的改善,进一步推动高等教育的内涵式发展。

China’s higher education has entered the stage of popularization,and the current focus of work has shifted to connotative development.When it comes to academic governance,however,academic misconduct,such as degree fraud and plagiarism,occurs frequently,which poses risks to the governance of colleges and universities.The regulation of academic risk in Colleges and universities is based on the prevention and control of academic risk,flexible use of a variety of ways to predict,evaluate,and take a series of measures.The regulation of academic risk needs to follow the principles of early warning and prevention,communication inclusiveness,coordination and integration,and summary and reflection.Through the risk assessment mechanism,risk management mechanism and risk communication mechanism,the academic risk of colleges and universities can be effectively regulated,and the improvement of academic ecological environment in Colleges and universities can be realized and the connotative development of higher education can be further promoted.
