面向高质量发展的深圳市海洋监测体系构建与策略研究

Research on the construction and strategy of Shenzhen marine monitoring system for high-quality development

基于当前海洋监测体系构建面临的新形势,本文剖析了深圳海洋监测的现状及问题,明确了海洋防灾、海洋生态和海洋空间的监测需求,构建了立体、动态、全覆盖的深圳海洋监测体系框架,建立了基于生态系统完整性视角的海洋监测指标体系,从高站位谋划、高标准定位、高水平融合3个方面提出了深圳市海洋监测高质量发展策略。

Based on the new situation faced by the current construction of marine monitoring system,this paper analyzes the current situation and problems of marine monitoring in Shenzhen,defines the monitoring needs of marine disaster prevention,marine ecology and marine space,constructs a three-dimensional,dynamic and full coverage framework of marine monitoring system,establishes a marine monitoring index system based on the perspective of ecosystem integrity,and puts forward the high-quality development strategy of Shenzhen marine monitoring from three aspects:high site planning,high standard positioning and high-level integration.
