Conception of Developing and Utilizing System of Military Scientific Research Report

[目的/意义]军事科研报告是国防和军队基础性、战略性科技资源和重要科技资产,加强科研报告开发利用,对推动军事科研成果向战斗力快速转化、提高军事科研投入效益具有重要意义。[方法/过程]文章梳理了军事科研报告的类型范围,分析了军事科研报告的特点优势,明确了军事科研报告开发利用方向,提出了军事科研报告开发利用的思路、目标、原则和工作框架。[结果/结论]为做好报告开发利用工作,应加强报告精细加工与深度挖掘,构建军事科研项目全过程管理信息数据库和军事科技知识单元仓库;应针对各类用户需求,有的放矢对报告内容进行融合集成,提供特色化产品与服务;应建立健全相应保障措施,促进报告效能充分释放。

[Purpose/significance] Military scientific research reports are basic and strategic scientific and technological resources and important scientific and technological assets of national defense and the army.Strengthening the development and utilization of reports is of great significance to enhancing the ability of independent innovation and promoting the rapid transformation of military scientific research achievements into combat effectiveness.[Method/process] This paper sorts out the types and scope of military scientific research reports, analyzes the characteristics and advantages of military scientific research reports, clarifies the direction of development and utilization of military scientific research reports, and puts forward the ideas, objectives, principles and working framework of development and utilization of military scientific research reports.[Result/conclusion] In order to do a good job in the development and utilization of reports, we should strengthen the fine processing and in-depth mining of reports, build a full process management information database of military scientific research projects and a military scientific and technological knowledge unit warehouse, and provide solid data support for the development and utilization.According to the needs of all kinds of users, the report content should be integrated with a clear aim to provide featured products and services.Corresponding safeguard measures should be established and improved to promote the full release of reporting efficiency.
